Dual-use exports authorised by EU member states in 2022. Every euro of it needed a licence or an authorisation first.
Source [1]Your clients need a licence.
Be the one they ask.
Most shippers with controlled goods have no idea who arranges an import or export licence. Offer it as a professional service from your Logistics ERP and Client Portal: a paid service of its own, and every shipment under the licence comes to you.
Submission to the authority unlocks when the end-user certificate is verified.
The question your clients don't know who to ask
Machines, lasers, electronics, chemicals, drone parts: plenty of ordinary goods need a licence to cross a border. The client usually finds out late, and has nobody to turn to.
A shipper who imports or exports controlled goods rarely does it often enough to know the rules. The supplier says "you need a licence", the buyer asks for an end-user certificate, and the cargo is already packed. Their accountant does not handle it. Their lawyer has never filed one. So they ask the one party already working on the shipment: their forwarder.
Most forwarders answer "you need a customs consultant" and give a name, or none. The client goes elsewhere, the licence is arranged by someone else, and the shipments under that licence often go with the party who arranged it.
That answer is the missed revenue. You already know the trade lanes, the authorities and the documents. What is usually missing is a process that gets the answer right every time and lets the client follow it, without turning your inbox into the file.
You lose the fee, the renewals and the freight. And the client remembers that you could not help.
You charge for the licence, then move the goods it covers. Renewals, extensions and amendments start from the same licence, with you.
Worth of goods whose licence was denied in the same year. A wrong classification or an unscreened party ends a deal.
Source [1]EU countries must be able to fine a company at least this much, or €40 million, for the most serious sanctions breaches.
Source [2] · Directive (EU) 2024/1226The forwarder already holds the trade lane, the cargo details and the client's trust. The licence question lands with you anyway.
The shipment follows the licenceWhen a client asks "do you know who can arrange the licence?", the answer should be "we do, here is your ticket".
How the ticket worksOne licence, five ways to earn
A licence is not a one-off favour. It runs for months, covers many shipments and comes back for renewal. Each of these is billable from the ticket.
The licence fee
Classification, screening, documents and the application to the authority, charged on the ticket and invoiced from it.
Once per request"No licence required" advice
A recorded decision with the legal basis and rationale is worth paying for. The client ships with confidence.
When goods are not controlledThe shipments it covers
A licence holds a permitted quantity and value per goods line. Each shipment drawn on it is freight you handle.
For the life of the licenceCustoms per shipment
Every write-off against the licence carries the order and the customs declaration (MRN). The declarations are yours too.
Per shipmentRenewals, extensions, amendments
Start from the issued licence: trade lane, goods and parties are copied. A new address or more quantity is a new fee.
When the licence runs low or endsA correct answer needs a process, not a mailbox
A licence goes wrong on details: a missing HS code, an end user nobody checked, an unsigned certificate. The licence module in Logistics ERP refuses to skip a step, so every client gets the same careful result.
Classification first
HS code, control number for dual-use or military goods and the UN number for dangerous goods, per goods line. The client may answer "not sure": classifying is your job, and your value.
No application built on a guessThe requirement decided and written down
Required or not, which licence type, which issuing authority, the legal basis and the rationale. "No licence required" is a result too, recorded the same way.
Your advice, documented for the client and for youEvery party screened
Exporter or importer, consignee, end user, intermediary and manufacturer, each with the lists checked, the screening tool, a reference and a result. Documents come next only after a clear result.
Proof of due diligence, party by partyDocuments verified, not just received
A checklist per licence: mandatory and optional documents, each verified or rejected with a reason the client sees. The ticket is ready for submission only when every mandatory one is verified.
Fewer queries from the authorityAuthority questions with a deadline
Submission, authority reference and expected decision date in one step. Questions from the authority get a due date, can be forwarded to the client, and the answer comes back to your specialist.
No deadline lost in an inboxThe licence in use, line by line
Licence number, dates, conditions and the permitted quantity and value per goods line. Each shipment is reserved or written off with its order and MRN, and the balance warns at 80% used and 30 days before expiry.
The client renews with you, in timeTwo ways in, one licence ticket
Some clients will always send an e-mail. Others prefer a guided form. Both end in the same ticket in your ERP, worked through the same eleven steps.
- 1Client
"Can you arrange the licence?"
The request arrives in your mailbox, usually with half the facts: a product name, a country, a date.
Typical first e-mail"40 laser modules to Korea, ready next month. The buyer says we need an export licence." - 2Your specialist
Opens a licence ticket in the ERP
Request type, import or export, trade lane, planned first shipment, goods and parties go into the ticket from the e-mail. From here on, the ticket is the file, not the mail thread.

Asks for exactly what is missing
The document checklist shows what the authority will want: commercial invoice, technical specification, end-user certificate, power of attorney. One clear reply instead of five chasers.

Reports each stage in plain words
The client report gives the status as a PDF and an e-mail, in the same sentence the portal would show. You send it when a stage is reached.

Next time, in the portal
Invite the client to your Client Portal. Their next request starts in the guided form, and documents and answers land in the ticket instead of your inbox.

A guided request in five steps
Request, goods, parties, documents, review and submit. HS code optional ("we'll find it"), and "not sure" is a valid answer to dual-use and military.

The portal and the ERP share one licence record. It opens marked as a Client Portal request, with goods, parties and uploaded documents already filled in. Nothing is retyped.

Answers and uploads in the ticket
Questions from the authority that you forward appear for the client to answer, with attachments. The answer reaches your specialist, never the authority directly. Updates and remarks sit in one place.

The licence in use, and its invoice
The client sees the balance per goods line, renews or extends from the licence, and finds the licence invoice under Payment.
Your team works every request the same way, whichever road it came in by. Each status change is written to the ticket's history, and the next step opens only when the previous one is complete.

Your team works the detail. The client sees progress.
Your specialists see sixteen precise statuses. The client sees seven stages and one sentence that explains each, the same in the portal, the PDF report and the e-mail.
| Client stage | Your ERP status | What your team is doing |
|---|---|---|
| Received | New | Reading the request and opening the ticket |
| Goods review | Classification | Finding the HS code and control number for every goods line |
| Compliance checks | Screening · No licence required | Screening every party and deciding whether a licence is required at all |
| Documents | Documents pending · Ready for submission | Collecting and verifying the documents the authority needs |
| With the authority | Submitted · Under review · Question from the authority | Following up the application and answering questions |
| Decision | Approved · Rejected | Recording the outcome, the licence number and its conditions |
| Licence in use | Active · Used up · Expired | Booking each shipment against the balance until renewal or close |
The client can change the request until the goods review starts, upload documents up to the documents stage, and withdraw a request while your team is still preparing it.
What the missing service is worth to you
Set your own fee, volume and margin. The figures are an illustration for your company, not a promise or a market average.
- Licence fees invoiced from the ticket
- Freight and customs on every shipment the licence covers
- Renewals that start from the licence you already hold
Renewals, extensions and amendments come on top. Shipments are counted once per licence issued; if most of your clients ship the goods themselves, set shipments to zero and you still have the fees.
Stop sending clients to a consultant. Become the licence desk they were looking for.
The licence module runs in Logistics ERP. Licence tickets for your clients are part of your Client Portal, on your own domain and under your own name.
